This&nbsp;new&nbsp;report&nbsp;sets out a comprehensive package of solutions to&nbsp;address&nbsp;the growing impacts of climate change&nbsp;affecting every aspect of life in the UK.&nbsp;<\/p>\n\n\n\n<p>The country\u2019s independent climate advisors&nbsp;identify&nbsp;better cooling, flood&nbsp;protection&nbsp;and a more secure water supply&nbsp;as&nbsp;the most&nbsp;critical&nbsp;priorities&nbsp;to protect&nbsp;the UK&nbsp;from&nbsp;the&nbsp;three&nbsp;biggest&nbsp;climate risks \u2013 heat,&nbsp;flooding&nbsp;and drought.&nbsp;&nbsp;<\/p>\n\n\n\n<p>We are already seeing&nbsp;disruption today and without action&nbsp;these&nbsp;risks will escalate.&nbsp;By 2050, 92% of homes&nbsp;are likely to&nbsp;overheat, peak river flows&nbsp;will&nbsp;be up to 45% higher&nbsp;and&nbsp;water supply&nbsp;shortfalls&nbsp;could&nbsp;exceed&nbsp;five billion litres per day.&nbsp;<\/p>\n\n\n\n<p>The cost of inaction is\u202ffar greater\u202fthan the cost of&nbsp;acting now.&nbsp;The&nbsp;Committee\u2019s&nbsp;proposals&nbsp;require investment of&nbsp;around \u00a311 billion&nbsp;a&nbsp;year,\u202fsplit broadly evenly between public and private funding.\u202f&nbsp;<\/p>\n\n\n\n<p>Without adaptation the cost\u202fof climate\u202fchange\u202fto public welfare\u202fis\u00a0predicted\u00a0to\u00a0rise\u00a0to between 1-5%\u202fof\u202fUK\u202fGDP\u202fby\u202f2050\u202funder\u202fa\u202f2\u00b0C\u202fglobal\u202fwarming\u202flevel,\u00a0equivalent to\u00a0\u00a360-\u00a3260 billion\u00a0per year.\u00a0\u00a0<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>Baroness Brown,\u00a0Chair\u00a0of\u00a0the\u00a0Adaptation\u00a0Committee,\u00a0said:\u00a0\u00a0<\/strong>\u00a0<\/p>\n\n\n\n<p>\u201cOur lives, our landscapes and&nbsp;our homes&nbsp;are&nbsp;under increasing pressure from&nbsp;the&nbsp;changing climate.&nbsp;But we are not powerless.&nbsp;In an increasingly\u202funstable\u202fworld, being\u202fwell adapted\u202fto climate change is fundamental to&nbsp;securing our\u202ffood,\u202fenergy\u202fand economic security.\u202f\u202f&nbsp;<\/p>\n\n\n\n<p>\u201cThis&nbsp;report carries a&nbsp;message of hope. The solutions already exist, and proven technologies are available&nbsp;now to help the UK adapt&nbsp;effectively.&nbsp;With the right decisions&nbsp;and&nbsp;actions,&nbsp;we can&nbsp;protect the people and the places we love.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cWe can protect&nbsp;patients and residents in overheated hospitals and care homes, children in&nbsp;nurseries and&nbsp;schools,&nbsp;and communities facing repeated flooding.&nbsp;We can support our farmers to&nbsp;maintain&nbsp;our food supplies. We can&nbsp;keep sports pitches usable, high streets open for business,&nbsp;and iconic British music festivals running safely.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cThe public&nbsp;want to see change&nbsp;and&nbsp;the government&nbsp;now&nbsp;has an opportunity to&nbsp;step&nbsp;up&nbsp;and&nbsp;protect our way of life.\u201d&nbsp;<\/p>\n<\/blockquote>\n\n\n\n<p>The&nbsp;Adaptation&nbsp;Committee\u2019s&nbsp;eight&nbsp;key&nbsp;areas for&nbsp;government&nbsp;action are:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Protect\u00a0people\u00a0from heat.\u00a0<\/strong>Invest\u00a0in cooling\u00a0&#8211;\u00a0including air conditioning, heat\u00a0pumps\u00a0and green shading \u2013 across\u00a0key public services.\u00a0Government should\u00a0commit to\u00a0a\u202fnational maximum temperature for workplaces\u202fto\u00a0protect\u00a0workers\u2019 safety\u00a0and incentivise the deployment of cooling.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Manage\u00a0flood risk.\u00a0<\/strong>Long\u2011term\u202finvestment in measures such as\u202fflood defences,\u202feffective emergency response, and\u202fnatural\u00a0solutions\u202flike\u202fwetlands\u00a0are\u00a0essential.\u00a0Annual flood risk investment must rise to around\u00a0\u00a31.6\u2013\u00a32.2 billion each year across the UK\u00a0to\u00a0prevent risks increasing further.\u00a0Government\u00a0should also manage development in flood-prone areas carefully, avoiding new\u202fconstruction\u202fwhere risks are not adequately\u00a0reduced.<strong>\u202f<\/strong>\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Avoid water shortages.\u00a0<\/strong>Maintain a strong regulatory focus on drought, scale up sustainable water storage, accelerate leakage\u00a0reduction\u00a0and cut demand. All new homes should be water\u00a0efficient from the outset.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Support nature to adapt.\u00a0<\/strong>Increase public investment in\u00a0nature restoration\u00a0and\u00a0modernise\u00a0regulation to\u00a0support ecosystems to survive and thrive under future climate conditions,\u202fnot those of the past.<strong>\u00a0<\/strong>\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Keep farming\u00a0viable.\u00a0<\/strong>Support farmers with the skills, information and training they need to make climate\u00a0resilient decisions.\u00a0Actions include crop diversification and\u00a0on\u2011farm\u00a0water storage to reduce drought risk and build resilience.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Understand the risks to food security.\u00a0<\/strong>Improve the quality,\u00a0consistency\u00a0and availability of information on climate risks across the food system. Government should make the Adaptation Reporting Power mandatory and extend it to large food companies, reflecting their role in food security and price stability.\u00a0They should also consider the potential for large-scale national food stockpiling.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Maintain access to insurance.\u00a0<\/strong>Ensure\u00a0the right protections are in place and\u00a0the costs of extreme weather are shared so insurance\u00a0remains\u00a0affordable and available. Urgent clarity is needed on the future of flood reinsurance, including the Flood Re scheme, ahead of its current 2039 end date.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Adapt infrastructure\u00a0to\u00a0avoid cascading disruption.\u00a0<\/strong>Design and\u00a0maintain\u00a0transport,\u00a0energy\u00a0and telecommunications systems to\u00a0operate\u00a0safely under future climate conditions.
